In January 2019, the City of Toronto was wrapping up its pilot study of a transit priority corridor on King Street between Bathurst Street and Jarvis Street. King Street was an important east–west corridor in downtown Toronto, but traffic, particularly at rush hour, was significant enough that it was sometimes faster for transit users to walk than to take the streetcar. The priority-corridor design aimed to reduce private car traffic to improve streetcar speed. The new configuration had been implemented in November 2017, with data on pedestrians, private vehicles, and streetcars collected before and during the pilot. The design had been highly contentious, particularly among local business owners who believed it was negatively impacting their sales. The City of Toronto's general manager of Transportation Services had to make a recommendation on implementing the design permanently so the City's Executive Committee could vote on the topic before its summer recess.
