In July 2025, Julie Richard, a public health nurse and the newly appointed manager at Wellington-Dufferin-Guelph Public Health (WDGPH), was tasked with her first major assignment: launching a new series of vaccination clinics ahead of the upcoming flu season. Hospitals across Ontario were facing higher demand for care, leading to longer wait times and increasing strain on existing services. Strengthening preventive care had become essential to managing the broader system, and increasing vaccination coverage was a key strategy to reduce avoidable hospital visits, reduce cost of care, and keep the population healthy. With the flu season around the corner, Richard needed to outline a plan for these new clinics that would deliver vaccinations efficiently to patients while meeting Ontario Ministry of Health expectations for cost control. She needed to assess whether the current clinic design could meet demand and evaluate if potential process and staffing changes would improve throughput, reduce abandonment, and support a successful rollout.
