Kate Harrington, an employee at the City of Grandperth’s Parks and Recreation Department, a core municipal service area, is a victim of workplace sexual and physical harassment by her co-workers. Harrington sought protection from her local union and filed complaints with her employer and the government. However, as the union leaders were also employees of Grandperth, they had a close relationship with the harassers. Those same leaders saw their responsibility to protect both the victim and the harassers as all were union members.
Harrington, suffering adverse health effects from the harassment, must decide who is on her side; how she can protect her financial, career, and personal interests; and what her future is with a job and organization she once loved. The case explores the challenges of providing equitably protecting all parties in cases of employee-on-employee violence, and the unique roles of employers, unions, and employees in such conflict.
