Ontario Power Generation (OPG), a provincial crown corporation, was presented with the opportunity to acquire up to four combined-cycle natural-gas-fired plants in Ontario in 2019. The acquisition cost was substantial: $2.8 billion for the assets from TC Energy and $200 million for the remaining stake in Brighton Beach Generating Station from Canada Utilities Limited. Acquiring these plants would significantly increase OPG’s share of Ontario’s natural-gas-fired installed capacity from 24 per cent to 43 per cent and its share of total Ontario energy capacity from 42 per cent to 48 per cent. OPG’s chief executive officer and executive team had to decide whether acquiring the power plants was the right step forward for OPG.
