Improving Laguna de Bay’s water quality was vital to increasing the region’s production of fish. The deteriorating water quality had resulted in the proliferation of water hyacinth, which was likely to increase further due to worsening water pollution. Layola was determined to overcome the water hyacinth problem in Laguna de Bay and carefully considered the most appropriate method for tackling the management of the water hyacinth.
