The vice-president of the Ontario region of a painting company must decide which of three internal candidates, all franchisees with the company, to promote to the position of general manager. Students are to analyse, from a qualitative and quantitative perspective, each candidate's suitability. Qualitative analysis will include discussion of College Pro's core values and the key success factors of the general manager position. Quantitative analysis will include sub-unit evaluation of the candidates' individual financial results both before and after an allocation of head office costs, including recruiting and training costs, marketing costs and head office expenses. Alternate methods for allocating these costs are given in the case and these results should be examined and discussed.
