Western Area Youth Services is a children's mental health centre and non-profit organization. Recently the board of directors spent a great deal of time discussing the implications of a significant potential liability for staff salaries. A merger was identified as a possible solution and the executive director of the centre was instructed by the board to begin the process of seeking a possible merger partner for the agency.
