This case explores the challenges faced in 2021 by Mohamed Khaled, head of localization at the Water and Electricity Corporation (WEC), a government entity in the energy sector headquartered in Doha, Qatar. Specifically, the case study portrays the impact of changes to important national strategic policy on workforce localization, also known as Qatarization. The policy of Qatarization has gone through many phases of development since the first legislation in this regard in the 1960s. Over time, it has faced many challenges that have undermined desired progress, especially in the energy sector, represented by WEC. The immediate question was how WEC could comply with the revised quotas without compromising performance and project delivery. Khaled now had to decide among several imperfect options: rapidly expand local recruitment with intensive training, seek temporary exemptions for hard-to-localize technical roles, or redesign the workforce model to blend localization with operational continuity.
